I have tried shutting down the phone and starting it back up, Restarting it with home & Lock, and a quick restart with the lock button 6 times quickly. My cell signal is max, and my wifi is max. I have even tried shutting off wifi to see if siri works on the cell service. I disabled siri, then enabled it again. Nothing worked. Note. I have a 4S, running IOS 7.0.3.
