Are you talking about the Camera app or another app that uses the camera? If you are using the stock camera app, check the top right of the screen, here is where you pick between Backfacing and Frontfacing camera. If it says "Camera Chooser, Front Facing", double or split tap and it will change to Backfacing. Whatever this is set to will stay until you change it even if you close the app and even if you remove the camera app from the app switcher. If it is set to Front Facing it will not revert to Back Facing until you change it. The "Flash" option which is at the top left is also gone if the camera chooser is set to Front Facing because the LED Flash is in the back of the phone so if you use the Front Facing camera the Flash is of no use.
