Ouch, you are stuck in a horrible pooring rain of bad luck.

To restart VO, go to the first radial button and select it. You will then find 
the turn on VoiceOver option in the selection of choices after the radial 
buttons. As I now use a Mac, I do not remember what Windows calls the first 
button.

If your iPad is running iOS 7, and it is on your wifi network or has mobile 
data, you should be able to turn VO on by holding the home button until Siri 
activates and telling Siri to turn on VoiceOver; if your iPad supports VO. 

As to your computer not shutting down, I am willing to bet you have a process 
which has hung the system. I believe the command is control alt delete to get 
into the process manager so you can force the hanging process to quit. Once 
this is done. You should be able to shut down. If you have no speech because 
your Jaws is a demo, pressing and holding the power button for 8 seconds will 
kill the power and lose everything in active memory. Anything that wasn't saved 
will be lost, but you will then be able to boot your computer up to a properly 
running state.
