First, open the folder. Then swipe to the right and then back left to the folder name. Do a single tap and hold. You should then be able to edit the folder name and, it looks like though I have not tried it, to edit all of the app names in the folder.
I believe this is a change with IOS 7, but again, am not certain. The old, double tap and hold, system, seems to work but does not. Frustrating, isn't it?
