Yes, I think TiVo needs a cable package. You get a TiVo box, and at least in my set up, it's like having a cable box and a DVR in one box. The TiVo app is very accessible, and in this way it's easier than NetFlix.

You can also get NetFlix and Hulu content through TiVo, but as far as I can tell, you can't get to this content through the TiVo app. You can also use the right TiVo box to stream content to other devices, but I don't have such a TiVo box myself.
