Check out my earlier note about crash logs. You are experiencing crashes of 
Safari and Mail.

Yes, others are experiencing crashes of built-in apps as well.

For myself, the most crashes I've seen are with the iTunes store. At times I 
cannot bring the app up at all. It simply comes up and goes right back down 
again, time after time after time. lol!

As David has mentioned, powering your device down and back up again should fix 
this, though I've also seen this still be fiddly.

If you look at the crash logs on your device, (see my prior note) you can see 
when these events happen if you choose.

Some of these events can be caused by low memory (which you may also see in the 
crash logs) but they may have other causes as well.

I'm sure Apple knows about these sorts of crashes but it's always a good idea 
to report them when you see them.

YOu can enable the sending of data to Apple from your device or contact Apple 
via their website or email.
