Speaking of the iPad Mini with Retina Display, Would I notice a performance
difference between it and the original ipad mini?
Would I notice a difference between using Safari on the ipad mini vs. using
it on my ipod touch?

Subject line says it all. I ordered one of these iPads for my wife. The
surprise was that after the order was processed, I was informed that they
were at our local Apple Store. Originally, I was told 5 to 10 days for
shipping related to the model I ordered, but it turns out that this was not
the case. For anyone who purchases the new Minis, enjoy.
