Yes, you do have to be connected but it does not use tons of data.

The Sendero GPS LookAround app has simpler interface than Blind Square with
only three button options. You basically get information about the direction
you are facing, nearby address, and nearest cross street when the app is
running. So, if I shake my iPhone, there will be a sound indicating update,
and I'll hear something like "Facing southwest near some street address and
part of city location, along with an announcement of what my nearest cross
street is, like, "Nearest cross street is Main Street near Fourth Street.".
You don't get information about the direction of the nearest intersection or
what is in any particular direction.  I don't use the nearest 5 points of
interest, because in most of my locations the information has been
extraneous, out of date, or wrong in earlier versions of the app, but this
can be useful in a large downtown area where there are standard landmarks.

The button options are "LookAround", "Nearest Cross Street", and "Nearest 5
points of interest".  These are more easily accessed via the "shake gesture"
that can be set to report "direction", "nearest cross street", and "nearest
POI".  All three options are enabled in Settings by default.  You can also
separately double tap the "Compass" button at the bottom of the screen, and
have it update just the current direction you are facing.

One annoyance under the iPad version under iOS 7 is that the button for
switching between normal mode and full screen mode (in the case of iPhone
apps) is moved to be in the top right corner, so focus under iOS 7 always
moves there after you shake or double tap a button.  You always hear VO say
"Switch to normal mode" as focus now lands on this button, because this is
an iPhone only app.  Before iOS 7 focus would be on the part of the screen
where the LookAround or nearest cross street or compass I formation would be
announced.  I'd be curious if everyone, even those who paid for the earlier
version of this app, has to listen to the announcement about how to find out
more about the Seeing Eye GPS app when they start this up.  I haven't found
any way to turn this off, but my iPhone is still running the version before
the app went free.
