Considering that the new iPad Mini has not been released yet to my knowledge, the older iPad Mini does not have the newer, more powerful 64 bit processor, or the separate coprocessor for monitoring the built-in sensors. It also does not have the improved battery life.
I personally would wait until next month after the new iPad Mini is released. It will be functionally equivalent to the new iPad Air, only with a smaller display.
