Actually VoiceOver does work regardless in a FaceTime call so this can be done. The proximity sensor is not used at all in FaceTime.

Double tap the speaker button next to the mute button. I have suggested
to Apple to incorporate the same technology as they have done for
cellular calls so you should do the same.
