To my knowledge, you cannot control how voiceover speaks notifications when the phone is unlocked. However, there is a setting to adjust what happens when a notification comes in on the lock screen. Go into voiceover settings, and then find the item called"speak notifications on lock screen". Turn this off to have voice over not speak notifications. In iOS7, there is a small bug that causes part or all of the notification to be spoken, but that happens occasionally. Hopefully this will be fixed in an upcoming update.
