Yes, I know.  I thought it would be something like that.  I just wanted to
make sure.  Its too bad apple hasn't made a method for away to identify
separate devices on the same apple id for facetime/imessage usage.

Hi, you can do it by using the same Apple iTunes ID for your apps and a 
separate Apple id for each iPad for the iCloud or iMessage or Facetime 
portion. The end result is that you can purchase apps just once for all 
iPads involved, but each will be able to be used for Facetime and 
iMessage as long as each has their own Apple ID. Sadly this involves 
multiple Apple IDs, so I hope this makes sense.
