This is just a guess, but if you can get your finger on the link, try a double tap and hold.
If that doesn't work, maybe someone who has actually dealt with it can be more helpful. If not, then this could be reported to accessibil...@apple.com I know there are plans to make lots more interactive material available in iBooks, so if they missed making that accessible, that would be an issue.
