The official Twitter app isn't being very helpful, but you can change to public tweets by logging into Twitter through the website and going to account settings. Accept following requests before you switch though, or anyone who tried to follow you before will have to follow you again since someone with public tweets can't accept follower requests and they are not automatically accepted when you switch.
