There is no other way unless you use Garageband, Apple's app, which apparently allows you to make Ringtones on the phone and use them on the phone without going through iTunes. I have not yet tried this because I find it easiest to just use iTunes to make my ringtone and then sync it to the phone. I have posted my instructions at least 4 or 5 times so if you search in the archives for "ringtones in iTunes" you should find these instructions, I only posted them the last time maybe 3 or 4 weeks ago.
