Hi, Yes - you need to turn it on before it will talk. Additionally, since it doesn't include a speaker you will have to connect it to your TV to hear anything, although bare in mind that it will be silent for around 2 to 3 minutes or so before you hear voiceover talking.
Personally it took me many attempts to enable voiceover, but I'm still not sure what I was doing wrong as others seem to have no problem with it. Cheers, Ben.
