If you’re using an iPad, then you can’t set up Kobo correctly. It only works
properly with VoiceOver on an iPhone or iPod Touch. You have to set the page
transition style to scrolling, which is not available on the iPad version.

You need to sign up for an account on the Kobo website:
kobobooks.com
You may then need sighted assistance to sign in on your iDevice. However,
once signed in, you never need to do this again.

Hello Steph,
You buy Kobo books from the Kobo site and you can read them with either
the Kobo app on your IOS device or on your computer with Adobe Digital
Editions.
The Kobo app is accessible but has to be set up correctly and the way to
do this keeps changing. Once it is set up correctly, you need never
worry about it again as the settings are remembered.
In Kobo, you can only read continuously one chapter at a time. I happen
to like this. You double tap the link at the bottom right of the screen
at the end of a chapter to go on to the next chapter.
