Hi,
It depends on what you want to do with the iPad. If you have some sight, iPad 
is good for you to use your sight to navigate around, watch videos or see 
photos, and reading a book if you require larger fon or wider space.
If you are totally blind, then, the different will be the screen size. Also, 
there are apps that is only available for the iPad that is not available on the 
iPhone or iPod.
As far as the reading experience is concern, if you are totally blind, there is 
not much different. you get more paragraphs on one page for the ipad than you 
will get for the iphone.
