I'm not exactly sure what you're asking, but I think you're talking
about hearing each character phonetically. To do this, use the roter to
change to characters and then flick up or down to move from character to
character. If you pause in your flicking, you'll hear the character
announced and then you'll hear it's phonetic pronunciation (such as
tango for 't'). You can turn this off or switch to just hearing each
characters phonetic representation by going into Settings -> General ->
Accessibility -> VoiceOver -> Phonetic Feedback.
