There is an app called Chronicle that is designed to do exactly that.
It is somewhat inflexible in that you can set how many days ahead you
want to be reminded, but you can't choose a different number of days
for different bills. It seems to work OK with VoiceOver, though I
don't use it that way. There is also a Mac version that will sync
with the iPhone version via iCloud or Dropbox.
