In addition to turning off the speaking of notifications in the lock screen, flip the mute button so your phone is muted. After you do this, you won't hear VoiceOver say anything except for "screen lock", which I assume is that well known bug we've discussed on list before. I assume you're not saying that VoiceOver is reading the notification but rather reading the time to you and maybe something else. Note that flipping the mute switch is what the sighted would do to silence there iPhone in a meeting, so except for this screen lock announcement bug, this is working very close to the way I would like it to work.
