Thanks, Christopher, for refreshing my memory on that one. You summed it up
more concisely than I would have. The only thing I would suggest is make
sure that you have a good solid wi-fi connection when you go through this
process. If not, the high-quality voice may not download properly if at
all.

First, go into Settings -> General -> Accessibility -> VoiceOver and make
sure use compact voice is off. Continue to Languages and Dialects, double
tap on your default language and then make sure enhanced quality is on.
