Unfortunately, I don't think I can reproduce the problem. I can swipe down with a single finger to step through the across clues and the down clues letter-by-letter. Is this what you were referring to? Perhaps I've misunderstood. A couple of things that might help me: are you using iOS 6 or iOS 7, and are you using your iPad mini in portrait or landscape?
