Of course, the colliery to the initial question is: if you can block a
number that isn't in your Contacts, then how could you unblock if you have a
change of heart and wish to permit that number to call.
I imagine that if the caller using that number were to leave a voice mail
you could recover the number in that fashion. After all, the "Block Caller"
doesn't truly prevent the call from getting to your service, only routes it
directly to voice mail where it will be listed in the "Blocked Callers"
list.
But if the number never leaves a voice mail, then what?

I just checked this out and it is possible. Go to your recent call list.
Each number is listed twice. The second of each pair is for More Info. One
of the choices is Block this Caller. When you choose that it gives you the
choice of Block this Contact or Cancel. I chose Block this contact even
though the number was not in my contacts. When I went back to the More
Info for the blocked number in the Recent call list, one of the choices is
now Unblock this Caller.
The blocked number is not in my contact list. I am not sure how to find
it later if I wanted to unblock it. But since the number I used as a test
is American Express according to Google I don't want it unblocked anyway.

Is there a way of blocking a number that you don't first wish to add to
your contacts? I know I can block a number that's already in my contacts
list but what about if you get an advertising call, and you obviously
don't wish to have their number in your contacts but you want to block
it? Is there a way to accomplish it? Or is there a way of manually
entering a number somewhere to be blocked?
