That's what I was going to say. <smile> You can create rules on a Mac, but those only sync as long as the mac is online. Truly device-independent rules must be made from iCloud.com, not any one device. The process is accessible, and, like Gmail, will sync to all your devices since the filtering happens at the server level, not any one device.
