It seems I was not clear enough. My problem is not to move 
apps already on the iPhone but to load apps on the phone via 
iTunes i.e. I downloaded apps via iTunes onto my PC and now 
I want to sync the apps to the iPhone but I want to place 
particular apps on particular screens on the iPhone.

In short, double tap and hold anywhere on the screen where 
Navigon is
located. This will put you into edit mode. Now find the 
Navigon icon.
You can do this by just exploring the screen or swiping left 
or right
until you hear Navigon. Once you hear Navigon, now tap and 
hold on the
screen. You should hear an announcement that you're now 
moving the
Navigon app. 'slie your finger towards the edge of the 
screen where you
want to move the Navigon app, for example, if it's on screen 
two and you
want to move it to screen three then slide it to the right 
edge of the
screen. If it's on screen four and you want to move it to 
screen three
then slide it to the left of the screen. When you get close 
to the edge
of the screen, you should hear an announcement that the app 
has been
moved. You may need to repeat this a few times, and it may 
take a bit of
practice to get it down. Once you have Navigon where you 
want it then
just tap the home button and you'll be taken out of edit 
mode.
