You might cable your phone up to the pc and try to fix it from within ITunes.

However, whenever the phone is responding, I'd suggest powering your phone off and back on again as Kimber describes. I know it's not exactly the same, but I think of a reset by holding down the lock and home buttons as an uncontrolled shutdown, similar to hitting the power button on a PC. I'd only recommend doing this when the normal power off option, by holding down the lock button for a few seconds, isn't available to you.
