You might cable your phone up to the pc and try to fix it from within
ITunes.

Since you say you can't shutdown the phone, I suspect you'll need to do a
reset as Alex suggests. However, whenever the phone is responding, I'd
suggest powering your phone off and back on again as Kimber describes. I
know it's not exactly the same, but I think of a reset by holding down the
lock and home buttons as an uncontrolled shutdown, similar to hitting the
power button on a PC. I'd only recommend doing this when the normal power
off option, by holding down the lock button for a few seconds, isn't
available to you. This will give your iPhone a chance to shutdown everything
gracefully.
