I've seen this as well, especially when I want to delete voice mails entirely 
from my iPhone 5s.  I'll delete them, and then do a mass delete all, only to 
have them come back the next time I go into voice mail.  Maybe not all of the 
ones I've deleted, but some. So, I again delete them and eventually they all 
go.  

If it matters I'm using an iPhone 5s, running iOS 7.0.4 on the AT&T network.
