Have you asked siri to open the app just to make sure it is not there? Otherwise, go to the app store and go to updates and there is a heading that just says purchased heading. You can double tap on this and it will bring up a list of all your installed programs and when you find that one you will have either a download button or an open button if it is still on the phone somewhere.
