There is not a direct way to do this. There is a hack-work around that uses Safari to create an icon on your home screen to a specific number, but it requires you to trust the person who hosts the server to not gather your phone numbers, and once you create the icon and double tap it, you then will have a cancel or call button to double tap. So, not using the phone app directly at all.
I just tested it on an iPhone 5S running iOS 7.0.6 and it worked. But, that was a number I didn't care if anyone harvested it. This is not a recommendation, just reporting a possibility.
