I doubt that there is any app that can do it. Even using Kurzweil with a
scanner on a credit card gives you jibberish. I know Paypal has the feature
in their app to snap a picture of a card and add it, but I'm not sure how
that can work if OCR generally won't read the numbers. I doubt they display
the information either, so it wouldn't be of a lot of use.

And you should also not use an app that sends the image to an online
service such as Taptapsee. You never know who's recognizing this
information as it's not always a computer recognizing the image and even
if it is someone somewhere may be able to collect this information and use
it for malicious purposes such as fraud. Just saying from a caring
iPhone/iPad user.
