After a bit of testing, this does indeed seem to be fixed. I created a new e-mail, and then, while typing in the body, touch the body edit field. Voiceover set something, but focus did not seem to change. Of course, touching the field again would cause focus to move, but the initial tap seems to do nothing. The only downside, is that now, when I double tap the edit field to start editing, at least in mail, Focus jumps to the end of the field. That is, I have to double tap twice, to make sure the insertion point is at the start of the field. I am not yet sure if this is mail only, or if it happens in other apps as well.
