Actually, Chris and Ari, you're both wrong. These techniques you write only
apply to Voiceover running iOS 5 and 6. In iOS 7, turning off the compact
voice on it's own won't download voices. In order to download HQ voices, go
to settings, accessibility, Voiceover, Languages and dialects. Then find
your default voice and there should be a more info button next to it. Double
tap that and you should see a thing that says enhanced quality. Double tap
that and the HQ voice will download. Note that you can do this with any
language and you don't need to be plugged in to download voices. You do
however still need to be connected to wifi. Hope this clears up any
confusion that may have arisen.
