I haven't had this happen so far with 7.1, but I only got 7.1 this weekend. However, I have had speech resume when I have rapidly pressed one of the panning buttons on my Focus 14 display while speech was muted. I then tried to get speech to return again by rapidly pressing the same panning button again with no result. Weird. For what it's worth, I'm using an iPhone 5 wiht iOS 7.1 and a Focus 14 Blue display.
