I don't know how much experience you have with this, so I'll have to point out something seemingly obvious. Once you double-tap and hold, don't lift your finger once the three tones sound. Simply slide it around till you hear "outside folder" and then lift your finger. Is this something you've tried already? Also, you may not have to move the apps out first. you may be able to delete them in place. Once you hear the triple-tones, double-tap again and you should hear the confirmation dialog come up.
