Hi, I don't believe that quick nav matters when using control-up or control-down. In fact, I just checked it and it works fine. As for it working when Voice Over isn't running, I think it will not work. I believe it's a VO specific command. However when quick nav isn't on and you are in an edit field, there are editing commands which work with or without VO running. Command left takes you to the beginning of the current line. Command Right to the end of the current line. Command Up to the top of the entire edit field and command down to the bottom of the entire edit field. If you add shift to these commands it will select the text that the cursor travels over and then you can copy, delete, or whatever if you want. Again, if VO is running, quick nav has to be off.

thanks for the control-up/down tip. Does that work only while Quick Nav

OK, now onto the answers.

The command to change the rotor is turn on quick mode with left and
right together. Then press up and right, or up and left to change the
rotor setting. I did a quicky Google search and came across the Apple
help site which gives all the commands. In the words of Cara Quinn,

To quickly move to either the top or the bottom of the screen, press
Control-Up or Control-Down respectively. This might help with the book
mark question.

Lastly, the global notification toggle is to put your device in Do Not
Disturb mode. When it's in this mode, all notifications are
suppressed. If you have people in your favorites, their calls will
still come through, but you can change that too. If there is a certain
app for which you don't want notifications, ever, you can turn off
individually from the Settings app in the Notification center section.
This way you don't have to bother with the DND mode.
