Hi Sandy,
First, double tap on the list commands button then, double tap on insert item, 
then on insert empty list.
You will want to clear the title text and put in your own and hit OK.
Then, open that list by double tapping on it and then double tap on the edit 
button in the upper right-hand corner and pick the first item that says 0 edit 
add new item.
If you want a list within a list just first repeat the first steps to create an 
empty list within the first list and then add new items.
