I doubt space is that much of a consideration here. The largest high quality files from Vocalizer are I think around 300 Mb so even if Alex was 500 Mb that is not so bad and if Apple wanted to make it an optional download for people who don't mind using the space for it then I don't think they would not do so because of the space. After all, new iOS updates are downloaded to your device and those can be 2 Gb.
Let's just see if iOS 8 will offer Alex or maybe the SIRI voices as options for Voiceover.
