You can't from iOS, unfortunately. To do this requires the iCloud website, and I don't know if the process is accessible. Once you sign in, click Reminders, hover the mouse over the list to share, and click the sharing icon. Invite anyone else to the list and, once they accept by clicking the confirmation link in the email they will get, it should start working.
