If your iDevice isn't plugged into anything then yes it's safe to use.
If by a modem, you mean something plugged into your phone line or cable
connection then that would not be safe, unless you have the modem
plugged into a surge protector. I've seen surge protectors for
electrical and phone lines, but I'm not sure I've seen them with
ethernet or co-ax connections. Of course, if your modem contains a
wireless router or is just connected to your wireless router, and you're
using your PC, Mac or iDevice wirelessly then your PC, Mac and iDevice
would be safe, but your modem and router would be at risk. I've been
good over the years about plugging things into an electrical surge
protector, but not so much phone lines, co-ax or ethernet connections.
I've only lost one router due to a lightning strike during a Thunderstorm.
