Actually, that is not true. You do not have to have an Office 365 account.
You simply have to have a Microsoft account. I have Office 2013 on my windows 8.1 computer. I have the SkyDrive, now called 1Drive on this computer. I down loaded the Microsoft Office Mobile app on my iPhone and can access all my files. With VoiceOver off, my wife just edited one of my documents and saved it and I was able to open it on my computer and read her changes. The only problem with the Office Mobile app is that you cannot edit the documents using Voiceover. You can read them just fine, but editing does not work.
