You can and my understanding is that you should still be able to use Google
Voice with the various orwarding and callback features.. You'll just be
using your regular cell minutes if you want to still use your cell phone. 
Also, Gmail recently changed their layout when using the standard webpage
format to make Google Voice calls. It's now hangouts. You can still make
phone calls directly from the website, but the one thing I haven't been able
to figure out is how to access the keypad from within a call for entering in
the various options or account numbers etc when prompted. That's not really
an iOS issue though I suppose.

Two updates ago, Hangouts was completely broken as far as accessibility with
Voiceover, but their most recent update fixed some stuff. No where near
Voiceover friendly, but you can do more than before. There is a send
feedback option from within the app if you want to reach out to them. Of
course, getting there at least in my case took my sighted wife's help.
