What happened is this. When iOS7 came out, Tweetlist was completely re-designed, and all that work won't pay for itself. So, like other companies, the developers asked everyone to pay again, essentially selling a new app with all the same functionality but a new, iOS7 look. They then pulled the original version, which is why, to you, it looks like you are being charged again. Technically, you are not; you are paying for an upgraded app, and the original you bought a while ago is no longer available. I hope this explains things.
