Hi Steve, A single finger double tap only works if Voiceover is focused on the Dictate button. One of the small but convenient improvements in iOS 7 is that as long as you are in edit mode a 2-finger double tap anywhere on the screen will start and stop dictation. As Christina pointed out, you do have to be in edit mode inside a text field otherwise the 2-finger double tap will do what it's supposed to do otherwise and that is to start and stop playing music or whatever was playing last.
