Hi, Random Pro, developed by Wegenerlabs, is fully accessible and works great. I think it's also free, but I could be mistaken about that since I've had it for a couple of years.
It's very easy to use. There are two buttons, one labeled "Button," and one labeled "Start." Press the one called Button to set up your range. Use the normal Back gesture or Back button to return to the main screen, and double-tap Start. A number appears near the top of the screen, and VoiceOver will read it if you focus on it. Double-tap that number as needed to get subsequent ones. VO will tell you what each number is.
