As Chris said, you can turn this off in Voiceover settings and you can even add Sounds to the rotor so you have access to turning it on and off easily. However, my guess is that if it saves battery the saving would be so insignificant as to be pointless. Personally I have turned it off before just to see what it's like not to have the sounds, but I find that I like the extra feedback they provide.
If you turn Sounds off, you don't, for example, hear the little tone when you do a double tap and hold. Yes, if you do this to move an app Voiceover still says "Moving." followed by the app name, but I nonetheless find the sounds useful. But it's all about trying it out.
