Hello,

There has been a VoiceOver volume bug present in iOS ever since 7.1 or a little 
earlier.  I've noticed it many, many times.

There are instances, for example, when after dictating a text message, 
VoiceOver's volume is thereafter reduced.  Strangely enough, this is not a 
consistent bug which is probably why it has not been resolved.  

The only way I have discovered to restore the volume is to restart the phone 
or, either make or receive a phone call.  

Has this not been discussed on this list before?  

I've been away for a while.
