No, not with the iPhone if it is not jailbroken. If you made custom ringtones you could of course email them to somebody from the computer, if he or she is also an iPhone user they can then save them into their iTunes Media folder, add them to their tones library and sync them to their device. If the person is not an iPhone user you would have to first convert the M4R ringtone back to MP3.
