There are several free audio converter programs out there that will change one file type to another. In the case of mp3 to m4v I'm not sure since one is generally audio and the other video. Just google free audio converter or free video converter and see what you find.
In the case of m4a to m4r they are compatible file types, so you can simply change the name. The one caution I would mention is that I think m4r can only be 30 seconds in length since that is for ringtones. Do the following at your own risk. In any case, if you use the Windows run dialog and type cmd and hit enter you will be on the command line, much like the old DOS days. You need to then change into the folder where your files are with cd\foldername and if it is a sub folder, then you need to know the entire path, cd\foldername\foldername, etc. Once you are in the folder where the m4a files are, you can type Ren *.m4a *.m4r And hit enter. That will change all the m4a files in the folder to m4r with the same name before the period. Again, only do that command when you are sure the file types are compatible or you will have a whole bunch of useless files. I'd make a backup of the folder first, just to be extra safe.
