There's a setting in the VoiceOver settings to turn hints on or off. Go to settings/general/accessibility/VoiceOver, and you'll find it there. You can also add the hints option to your rotor so that you can turn them on and off quickly. Some apps use the hints feature to give VoiceOver users information. For example, I turn hints on when playing Hanging with Friends to find out how many strikes I have left.
